How the European Accessibility Act was transposed, by member state

The EAA is a directive, so it does not apply directly. Each member state had to write it into national law, and it is that national law a business is actually judged against. This page lists the transposing instrument per country, taken from the official record.

Why the national instrument is the one that matters

Obligations, enforcement bodies and penalties are set by the national law, not by the directive. Two shops with identical websites can face different procedures in different member states. If you sell into several countries, the relevant text is the one in each market you sell to.

Transposing instruments

27 of 27 member states, each read from the official EU record rather than from secondary summaries. Where a state transposed through several instruments, the note says so.

Notes on individual states

What is deliberately missing

All 27 member states above were read from the official record on 2026-09-03. Where a state transposed through several instruments rather than one act, that is stated in the notes rather than hidden behind a single title.

No penalty amounts appear anywhere on this page. Figures circulating in secondary sources contradict each other. Penalties are set per member state and can only be stated after reading the national text. We would rather leave the column out than print a number a reader might rely on.

We also do not name the enforcement authority per country. That one is not an omission we can simply fill in: the directive puts the duty to publish on each member state rather than on the Commission, so no single EU register of them exists. The enforcement page explains how that works.
